General contractor: Keating Building Corp.
The James A. Byrne federal Courthouse and William J.
Green Federal building complex located along Market & Arch streets
between 6th and 7th
streets just west of Historical Independence Mall. This 23-year-old building
complex underwent a major renovation,
which required
the replacement of the entire masonry façade and restoration of curtain wall of
the courthouse, repair and resealing windows,
roof
improvements, and penthouse and chimney repairs for both courthouse and federal
building.
This work required a unique scaffold system to facilitate
these improvements. Eastern
Scaffoldings design and erection schedule,
along with its
unique containment system was chosen as best suited for this
Particular application allowing work to continue with out
delay year round.

The Byrne federal courthouse stands 22 stories high,
housing courtrooms, judge’s chambers, jury rooms and prisoner
holding areas .
The original brick facade had cracked and weakened from settlement over time
causing a
safety hazard
consisting of pieces of masonry falling to sidewalk below.

ESS installed a Heavy duty
pedestrian protection bridge rated @
300lbs per square ft. along the footway on three sides of the
building which
allowed for full access as well as protection to all pedestrians below while
the construction was underway.

A large steel I beam frame had to be fabricated and
attached to the existing steel building columns through the fourth floor roof,
which surrounded
the building at the 5th floor to support the System scaffolding that
rose to the top of the building 280’ high. Eastern
also provided
additional equipment and engineering for a monorail lifting and trolley system
for New limestone installation
at the top of the
building, and 8th floor area around the entire building. The scaffold had been designed specifically
for this
application in mind in order to support the anticipated
heavy masonry loads and loads imposed by high winds and foul weather.
Which allowed repairs to continue year round.

The Tower scaffold was wrapped in a custom weather protection,
and debris netting designed to withstand wind gusts up to 70 miles per hour.
In October
2001.The scaffold and containment was subjected to a continuous high winds
averaging around 57 mph. for 2 days with only minor damage.

ESS also installed a heavy-duty platform approximately
14,000 square foot over 40’ high, along the entire west side of the building
for staging
And storage of heavy Masonry equipment and
materials. Another smaller, lower,
heavy-duty deck at the corner of 7th and Market supported 3
construction trailers.

As you can see in the
picture above the location of the material lay down deck is directly over the
exit ramp of the parking garage.
This required the
installation of heavy steel I beams over the exit ramp along the 7th
street side of the parking garage in order to maintain
egress from under the large heavy-duty material lay down
deck above.
Eastern Scaffolding successfully completed their portion
of the project on January 25, 2002;
Unfortunately our
founder the late Richard Frabizio Sr. who had been personally involved in all
aspects of the project had been battling cancer
and never saw the
completion. Rich passed away on June 13, 2001; he will be sadly missed by all
of us at Eastern Scaffold.
